Russia’s latest car import policy

New car policy: Starting from January 2025, the tariff will be 20%-38%, and taxis must use domestic cars; foreign car companies must establish joint ventures and the Russian side must hold the majority.

Used car policy:

Tariff: 25% tariff + 20% VAT + 1000-5000 USD consumption tax and scrap tax, with a total tax rate of more than 60%.

Access requirements: Vehicle age ≤ 5 years, right-hand drive vehicles (M2 and M3 categories) are prohibited; Euro V emission standards, ERA-GLONASS emergency call system and SBKTS certification are required (vehicle age > 3 years).

Tax exemption terms: Immigrants or residents living abroad for a long time can import a used car with a displacement of ≤1.8L tax-free.
